It means that the stock is designated as a "non-Nasdaq, unlisted" security, and generally is not subject to disclosure or listing requirements of the SEC, NASD, NASDAQ, or any stock exchange, whether national or regional. They are also known as "penny stocks," but may trade for any price.

The Pink Sheets are published by National Quotation Bureau and contain the bid and ask prices - as well as solicitations for bids or offers (one-sided quotes) of dealers quoting such issues. This is provided because the responsibility of a broker or broker-dealer quoting such issues is to get three quotes from competing dealers before placing an order for such an issue.

Starting in July 2000, thankfully, most "penny stocks" will be - for the first time - held to minimum disclosure requirements.
