No it doesn't. The fact that Samsung is an INTC partner in RMBS via cash investment and MU is the senior partner, really has nothing to do with US production capacity increases. The issue is do want MU to keep bugging you on anti-dumping for Asian production or do you want to get rid of the problem by building US fabs which really don't add much, if anything, to the cost of production?

Who the hell cares if they produce DRDRAM or DRAM in Korea or the US? No one other than Samsung and MU and Sen. Crapo, since he won't get anymore bribe money from MU for pushing anti-dumping cases. I guess there are a few potential employees, but this has nothing to do with RMBS.
