Its impossible to be both long and short in the same account at the same time. When you send an order to "Sell Short" it is executed just like a regular sell order, except that it also sends an instruction to only execute your order on an uptick.

So if you are long 1000 shares of a stock, and you sell short 1000 shares of the same stock....you are considered to be flat. You have no open positions. Likewise, if you sell short 1000 shares of stock, then you buy 1000 shares of the same stock, you have basically just covered your short position.
