I think he actually said:
they'd spend $10-15 on fee waivers for consumers (he mentioned 5 million a year from now, but mostly talked about 1 million).

They'd spend $10-15 getting an additional 50 billers on-line, eliminating the concern for the cost to them to send out bills (the implementation fees).

$10-15 for a new customer service center in Phoenix and a new data center in CMH, and;

$10-15 for new product development mostly in the business to business arena
