Your info is good but you forgot about a basic Private Placement rule: foreign companies are not subject to full hold period but for a max of 90 days --- and count the days since the debenture announcement at 10 cents.
That info is never known to regular investors - but it should be mentioned so we can all compete on the same terms.

Looks like a weak rally with low volume compared to previous comebacks. And if it was a comeback it would of hit over $1.50 with a couple of millions shares traded.
IMO we'll have to wait a few weeks before it comes back !
