You are asking the wrong guy, but brokers have their own rules, as well as being governed by NASD. Most brokers don't allow shorting a stock under $5, but that's a house rule. Yamner is different, as steve goldman explained, and it depends on your liquidity and the specific situation.

The issue has to do with marginability as opposed to bid price; that being said, I do know that many BD's won't allow a stock priced under $5.00 to be shorted, whether it's exchange listed, Nasdaq NM or SC.
