German Official: G7 Could Offer New Russia Deal LONDON, Jun 18, 1999 -- (Reuters) The world's major industrial powers could offer a new economic deal for Russia in the next few days that includes long-term help with technical problems, a German official said on Friday. Klaus Gretschmann, economic adviser to German Chancellor Gerhard Schroeder, said the proposed deal was "interlinked" to solving the deadlock over what role Russia will play in Kosovo, and said he was confident that issue would be solved. The Group of Seven industrial powers -- the United States, Japan, Germany, Britain, France, Canada and Italy -- were opening their global economic summit in Cologne on Friday. Gretschmann said the package under consideration would be a long-term approach which went beyond the proposed new credits for Russia from the International Monetary Fund, which Moscow needs to keep its creaking economy afloat. British officials say they want to focus on areas such as social policy, healthcare, and excessive bureaucracy. "I think we can do something which goes beyond what we have been preparing in the past," Gretschmann told BBC radio. "I think we're working on that and I'm quite confident that on Sunday when you see us at a press conference again we will have positive news," he said. He declined to discuss the amount of money that would be involved, but said: "Not all is money. Money is a lot but not everything. "I think that we will offer them help, technical help, expert groups maybe, to cooperate in different areas which are of the essence for the social and economic world in Russia." Two areas for attention would be health, and development of Russia's vast regions, which have often been neglected while aid goes to Moscow, he said. Asked whether the package would be contingent on solving the crisis with Russia over its troops in Kosovo, he said: "Nothing is contingent. All is interlinked, that is very clear. I am confident we will solve the issue." U.S. and Russian foreign and defense ministers went into a third day of talks in Helsinki on Friday over Moscow's demand for its own peacekeeping sector in Kosovo. ((c) 1999 Reuters)
