Did that gone forever or being 'transferred' back later ?
I understand that sometimes these writeoff is done on
a worst case scenario situation but the final outcome
may not be as bad(like bad debt in bank?).

Nihil,
The thing I always found amusing about my B-school experience was how a room full of twenty-somethings could diagnose all the strategic errors made by big company (my favorite was the IBM discussion) in a 90 minute class session and conclude how obvious and simple the right answers were (in hindsight).

Andy will take the mea culpa now, but I'll tell you as a person who was right there in the room with Barrett and Otellini when the CNN camera crews showed up in our lobby, the answers are seldom obvious.
