Hmm, that does sound rather iffy. You should be able to get 1600x1200 at maybe 80hz. Is this a new system or just a new monitor? Reason I ask is I would hate to have you return the monitor just to have the new one do the same due to a flaky video card.

From what you said it sounds like a standard 4Mg Trident...maybe the 9680. Although they're not the best cards out there, they're still pretty reliable, and I know they can do better resolution settings than that.

Either way, I would definitely get that monitor checked out. Like I've mentioned before, I like Viewsonic monitors, and the PS790 (19", .25 dp) is a class A monitor in my books. Mitsubishi Diamondtrons are also nice. Sony makes excellent monitors, but are far too overpriced.
