The investors have an incentive to finish the conversion during the 300 day period. If they short through offshore accounts, it is almost impossible for anyone to prove it. We can only speculate if they will short the stock or not. Usually these stocks drop a lot and people naturally conclude that the drop has been engineered by the convert-holders.

I could not borrow TMSR..
