Thanks very much for your response. But I'm still not quite sure if I had a reason to be confused about Kennard's statement? Apparently it was confusing what he said (And I'm sure the reporter chopped off some key words). But I don't know enough full details about the proposal Kennard offer to understand.

But do you believe that if the FCC was to deregulate the ILECs, that this would now be the ticket for them to finally deploy DSL in mass?

I certainly can see the ILEC's point of view in this cable issue. But to me they should be spending their energy saying, "Hey it's a new ball game now. Let us invest billions (in DSL), but don't make us give it up to competitors." I just don't understand why they don't take up this tactic instead of attacking the MSOs?

I mean the exact same excuse the ILECs have used for years to stall DSL deployment, is what they are trying to get the FCC to slap on the MSOs. How does this make sense?
