They were waging a war against a guerrilla insurgency and against populist support, not necessarily innocent civilians. Their committing war atrocities is another matter. If the Rambullez agreement dictated by the idiot State Department had been a reasonable agreement, the atrocities and the war probably could've been avoided. Unfortunately, the KLA wouldn't accept less than full independence and the US dictated to Yugoslavia the presence of foreign troops in Serbia not just Kosovo.
