I didn't excuse their atrocities. I don't try to paint every casaulty in the region as innocent as the State Department and Dan Rather-watchers such as yourself. They're involved in a propaganda war since there was little popular support for a ground assault to prevent the expulsion of Albanians from Kosovo and there's no national security interest involved. But the military engagements have been by and large between the Serb militia and the KLA guerrilla force, and the Serb militia's reprisals against civilian support in KLA strongholds. This is no different from what's transpired in Vietnam, the various African civil wars, etc. Committing atrocities during the course of these actions should be pursued to the fullest.
