If TWE is priced on June 22/23, then it makes sense the IPO trades on 6/24 so that three days later (6/28) is settlement.

That means one would have to have sufficient cash deposited before 6/24 on the account to be safe one gets allocated. They may check if sufficient cash is available in the total equity to pay for the IPO comes 6/24.

Did you place the order thru webbroker or talk to a customer rep? I ask because I did my order order thru webbroker and saw no pricing date.
