True dog - That was "Rhodes" scholar (although you may be right, he could also have been on a Fullbright scholarship, but I am unaware of this). I agree, as an isolated Arkansan he came from a serious deficit, and it showed in his first term more than in his second. His trouble at home helped him focus on external affairs (ha ha). The difference here is, as you have so acutely focused upon - is not experience, but intellect. In Bill's case he had something to work with.
