OT Jim , the only Fed program I am aware of and this may be the same as you describe, is what is called Universal Connectivity. This is a $.95 charge to all phone #'s in the country to fund internet hookups and the like in classrooms around the country.
The problem with that program is:
1. The funding was surcharge is a FCC surcharge not a tax package from congress and is currently being challenged in court.
2. Congress or the FCC have not specified how this money is to be applied for!!! So as of now all this Money is tied up in impound accounts by the local telecoms and no directives on how it is to be spent. Regards, Skip
