Hey! No apologize is needed as I know exactly where you are coming from. I think at one time or another, myself and others who hold a position in BETT had (and still are) experienced the same frustration as you do. The fact that this stock does not behave the way it supposes to be make my hair gray and many sleepless nights already.

To answer your question about rule 144 stocks:
BETT offered rules 144 stocks from Jan until April 99. These share was offered ranging from .35 cents to .45 cents restricted for 12 months from the date of purchase. For each 144 BETT restricted share, you will receive two options that can be exercised at .35 to .45 cents each from May 01, 1999 to December 31, 2000. These options will convert into free trading shares that you can immediately move into the stock market.

In April, BETT also offered 3 months restricted shares at .56 cents that will be free for trading starting July 01, 99.

Per Tom statement, there are 3,000,000 options issued to date.
