No.

It was Tim May, a Reliability Engineer at Intel that made that discovery in 1977.

Once discovered, Tim's research uncovered a reference by Gordon Moore, made in the 1960's, that more or less predicted that radiation would eventually interact with Silicon devices to produce "unwanted" effects.

He was right on that one too !
