PKDV--Re-statement of earlier news. They still claim to have a contract with the Taiwanese govt. that will pay them $1.125 Billion over the next 3 years. No one seems to believe it.

TAIPEI, Taiwan, Jun 17, 1999 (BUSINESS WIRE via COMTEX) -- CHUAN-I
COMPANY LIMITED announces that the correct spelling in English of its
company name is not Chyane Yan but CHUAN-I Enterprise Co., Limited.

On June 9th 1999 The Company announced that it has awarded Pan Kai
Development (USA), Inc. (OTC BB: PKDV) the exclusive contract for the
manufacturing of the "Air/Combustion Enhancer Kit" (Pollution
Prevention Devices), which are now mandated by law in Taiwan for use on
every commercial and industrial diesel engine.

CHUAN-I Co., Ltd. owns the rights and the patent (Patent No. Ti 056658
Hao - Issued by Republic of China) for the "Air/Combustion Enhancer
Kit" after purchasing them from Randy J. Chapman, the American inventor
of the device. This device has been found to reduce emissions by up to
90% in the test diesel engines while increasing both power and fuel
efficiency. After approval of the tests, the use of this
"Air/Combustion Enhancer Kit" has been mandated by the Ministry of
Environment of Taiwan, and will be subsidized by the state. CHUAN-I
Co., Ltd. Received exclusive rights for the manufacturing and
installation of these devices and will be paid by the Government of
Taiwan the amount of NT$180,000 (Approx. $5,625 US Dollars) upon
installation of each device. There are currently over 500,000
commercial and industrial diesel engines in use in Taiwan.

A purchase order (purchase order No. 5168) has been issued to Pan Kai
Development (USA), Inc. (OTC BB: PKDV) for the manufacturing of 300,000
units over a three year period. Pan Kai Development (USA), Inc. will be
paid NT$120,000 (Approx. $3,750 US Dollars) per unit, for a total of
NT$36 Billion (Approx. $1.125 Billion US Dollars) for the entire
purchase order.
