Your understanding is correct, but the hard real time elements for CDMA are implemented directly in Silicon, or controlled via the DSP, which doesn't make use of an OS as such. No DSP programmer I know would use one. The timing constraints for stack software are much more relaxed. This is the area that MSFT are trying to penetrate.

CE in it's current form is a loser, for reasons cited in other posts. Products such as VxWorks and RTXc have sown up the market. I understand that CE is being rewritten and won't be ready for 18 months at least. I will be using EPOC by then. I cant think of a compelling reason to migrate to CE when it arrives.
