Robert,

Clinton is going to visit the President of Montenegro
soon. No doubt, he will try to get this guy to break
off with Serbia and leave Serbia as the sole Republic
of Yugoslavia.

As for Slobo, it is hard to say what he is thinking.
Clearly, he saw that taking the Saddam Hussain option
of allowing his military to be smashed was not something
he was looking forward to. Unfortunately for Slobo,
I don't think he will be able to stop Bubba. Clinton
sure hates this guy. Even Saddam gets more 'spect from
Clinton than Slobo. But Clinton is fighting an uphill
battle. Even if he removes Slobo, what makes him think
the next guy will be better? Most of the leaders of the
world are thugs. It is probably a much more natural
process to have a thug dictator than a democratic President.
