So what you're implying is that this is a design/speed path issue? Or that there is a problem adding the extra metal layer?

Well then the timing couldn't have come at a more controversial (yeah, I know that word is a little too harsh) time, which is why the two were linked.

BTW, I had no idea what the "expected" was.
