Saf-T-Hammer Included in House Passed Gun Safety Device Definition;
Lawmakers Talk About Saf-T-Hammer on House Floor

WASHINGTON--(BUSINESS WIRE)--June 18, 1999--The amendment passed
today by the U.S. House of Representatives requiring gun safety devices,
includes new language specifically drafted to include a new type of device
called Saf-T-Hammer (OTC BB:SAFH).

Because Saf-T-Hammer is not a lock and is unlike any other existing gun
safety device, language was specifically crafted and included in the
amendment to ensure that this life saving innovation is included in the
definition of such devices. The gun safety device amendment, No. 164, was
offered by Representative Tom Davis (R-VA) during consideration of H.R.
2122. Saf-T-Hammer was mentioned and referred to several times during the
debate. Representative Carolyn Maloney (D-NY) commended Representative
Davis for his inclusion of language to cover Saf-T-Hammer.

Representative Bill McCollum (R-FL), chair of the House Judiciary
Subcommittee on Crime, referred to the device when he spoke of including
provisions covering the device in a bill he introduced earlier. Representative
Sheila Jackson Lee (D-TX) said she was supporting the Davis amendment
and was pleased that a provision was included covering a removable
hammer.

Representative John Hostettler (R-IN) entered into a colloquy, on behalf of
himself and Representative John Shadegg (R-AZ), with Representative Davis
to ensure that the legislative intent of the new provision contained in the
Davis amendment was to include devices such as Saf-T-Hammer.

The provision said, "a device that is easily removable from a firearm and that,
if removed from a firearm, is designed to prevent the discharge of the firearm
by any person who does not have access to the device."

Representative Davis confirmed this, saying, "I thank the gentleman for
requesting this colloquy and I am happy to tell him that's exactly our intent
that safety devices such as the Saf-T-Hammer and other developing handgun
safety technologies be included under the definition of a safety device in this
amendment."

The term "trigger lock" has become a shorthand for many when they talk
about gun safety devices. But Saf-T-Hammer is not a trigger lock.
Saf-T-Hammer is a two-piece hammer that prevents discharge of a firearm
when the top portion of the hammer is removed. Saf-T-Hammer replaces a
gun's original hammer.

When the upper part of Saf-T-Hammer is removed, there is no metal to strike
the firing pin, preventing the gun from discharging. Parents can remove the
hammer head, secure in the knowledge that their children or others who are
not authorized to use the firearm will not be able to fire the gun.
Saf-T-Hammer was developed by the Saf-T-Hammer Corp., a Scottsdale,
Ariz. firm.

The gun safety device amendment passed in the U.S. Senate, sponsored by
Senator Herbert Kohl (D-WI), was intended to cover Saf-T-Hammer, and
Senator Kohl and Senator Jon Kyl (R-AZ) engaged in a colloquy to establish
such legislative intent. But the House version is more specific, which
includes the new provision that was specifically crafted to cover
Saf-T-Hammer.

Because of its unique design, Saf-T-Hammer appeals to those gun owners
who have been reluctant to use trigger locks, creating a safer environment for
more children. And, in contrast with other products, there are no sequences,
codes, keys or combinations to remember. Saf-T-Hammer can be removed or
replaced in seconds - even in the dark.

And, the device can be retrofit on any firearm with an external hammer by
gunsmiths in less than a half-hour for under $50, including parts and labor.

Unveiled at the industry SHOT Show in Atlanta earlier this year,
Saf-T-Hammer has received high praise from law enforcement officials and
other gun owners.

Bill Watts, president of Pennsylvania Police Supply, who will be
Saf-T-Hammer's first distributor, said, "I know the law enforcement
departments and others that I sell to will find this product much more
attractive than other devices on the market."

Watts added, "While I distribute other safety devices, including trigger locks
and cable locks, Saf-T-Hammer impressed me because unlike a trigger lock,
it can't be knocked off, and unlike a cable lock, it can't be cut off."

Pennsylvania Police Supply is one of the largest distributors of police
equipment and shooting supplies in the East.
