Separate water fountains, Jim Crow laws, back of the bus, etc were also allowed until recently.

I don't know how you can argue that a document that contains the phrase "I am the Lord thy God, Thou shalt have no other gods before me" isn't offensive to the myriad of folks who have other gods, and is not pontificating.

Yes, just because of a specifically religious reference. Period.

If your intent is not to proselytize on public, tax-supported property built with public tax dollars coming involuntarily from people of many and varied beliefs, just what is it?
If you wish to promote good behaviour, you can certainly do that without any quotes from the bible.
Why the Ten Commandments? Could the reason be that in fact it is a specific religion you wish to push?
