Stuart, You may be right, and it may be a good rule. I really don't know, but don't the institutions flip in the US now? Isn't the first day volume always higher than the float?

I do think that as the economy "globalizes" there will be SEC type institutions in other markets and perhaps that will loosen up the restrictions. (I think I heard years ago that 25% of the wealth in the market came from overseas, so we do want to encourage non-US residents to invest on "our" markets.

Ask yourself if you want our dirty foreign money invested in your economy. If not then close the access and lose a lot of money. Anyway, I trade through a US online brokerage who are subject to SEC regulations, i.e. so am I.

I think this rule sucks, and so would you if you were in my place.
