I am not a fan of IMF - and in any case, this is hardly as magnanimous as it seems as the IMF could have recovered pennies on the dollar at best for the loan anyway - but it seems to me that may be, just may be, they do want to improve the situation in the poor countries. I am still not certain, but this is one step which is certainly in the right direction.
