Then by increasing the voltage and further "tweaking", and increase in MHZ is realized. Is that right?

Generally speaking, processes with smaller geometries need to run at lower voltages, though it is a common practice to run laptop processors at even lower voltages (and MHz) than desktop processors.

Most of the later MHz gain is accomplished by relayout of the design to new design rules. This is a laborious step which explains why the faster desktop versions don't show up until considerably later.
