Perhaps Intel's transistors on 0.25 have also been improved over time to be close or equal to 0.18u transistors. Thus the underwhelming performance of Dixon Dumbshrink and a part of the reason that Coppermine is even less than underwhelming. Moving to 0.18u transistors on a 0.25u process gives a big speed boost but then leaves little or none for the full 0.18u process since the device widths shrink but not the lengths.
