If Arkatov's Internet companies are ISPs, it would be a little tough to be objective on the open access issue.

Rightfully so, Educator. And perhaps this patent conflict of interest may be the true reason for his resignation. Of course, the political forces behind the open access movement would like the general public to think otherwise.

IMHO, there is no way Mr. Arkatov, regardless of his intellect, stature in the community, etc. should have even let the open access issue get this far under his tenure. The fact that he runs "a pair of Internet companies" is sufficiently evident to present an appearance of a conflict of interest that he should have removed himself from this whole process months ago.

One must consider the motivation from his resignation at this juncture. Media attention is what this issue in LA has surprisingly lacked over the past few month. Media attention is now what this issue is getting in LA -- for better or worse. IMHO, it is for the better.
