She probably fed them. They didn't seem to bother her.

A couple of years ago we were having a 4th of July BBQ at a park. It was a nice isolated place near a ranch. Everyone had gone back to the house to pick things up and I left my purse on the picnic table and walked to the car. On my return I saw this creature in my purse. The closer I got the more I realized it was actually a baby fox. No mom in sight. It was the cutest thing. When I came near it decided to climb a tree. I gave it a hot dog and it came down and dug a hole for it. I thought about that little creature for a long time. It was a nice moment.
