This is not an overly used or common term. I surmise that it refers to digital electronic switching systems, in order to differentiate them from the original analog forms of electronic switching.

A case in point was the 1A ESS, the original analog ESS out of Bell Labs, as opposed to later variations like the 5E and DMS100s which use 64 kb/s pulse code modulation (PCM) code representations of voice samples, throughout.

Maybe someone else can add to, or correct, this, but it seems to make sense to me on the surface.

This article seems like all the others to me. All those who see the packet trend seem to feel they have a significant news flash. I particularly do not favor any equivalency of atm and IP packets statements.
