Of course not. DSL and cable are competing for critical mass. The number of users is finite. I suspect in the end they will both acheive it. But noone is discussing reengineering DSL at government mandate before it is allowed to roll out.

You have stated that if Att doesn't get preferential treatment they aren't going to achieve critical mass so cable will never be developed.
Preferential treatment?
What kind of world is it if being left alone to run your business is preferential treatment?

How can you be so blind as to think of cable as not having incentive to improve? The competition is real and fierce. Cable may not win even without the government stepping in to mess it up.

The best technology loses more often than not? From what thread did that platitude come?
From real life experience. What wins in consumer oriented technology is what is most popular. Pretty obvious really.
