Wit's message is wrong.

I have margin account with more that 70-80k in fully
paid securities plus about 40-50k in margin buying power.
But I dont get any IPOs! No flipping in this account to
blame. Previously I used to wire funds a day or two before
pricing day and I got IPOs that way. But lately any wired
funds in swept into margin account to cover margin balances
as a results my account shows 0 cash balance. Which means
no IPOs! I am so frustrated with this. I must have send
like 40-50 emails concerning this! But it does not help.
They do not consider margin buying power into account
while allocating.

My solutions to the problem...opened a new account!
