I don't know what on earth F and GM have to do with INTC, but, the reason they sell for such low PE's is that they have very low, long term growth rates, they are highly cyclical business' and they do not have much cost elasticity(they cannot shrink their costs at nearly the rate that their sales go down in a recession). Lastly, they both have very large debt.
