Radio Shack has a Noise Filter (inline) for about $17 I use on my second line. Lets me connect at 49300. Am sure you can return it if it doesn't help. Maybe there are other solutions???

I had the same problem and Bell South indicated that they were required to provide "noise free" service up to the building. From the building entry to the connection that was my problem. They sent out a serviceman and corrected the problem since it was not an inside the building problem. Give your phone company a call and see if they can help.
