Found this post on the RB site re foreign investor issues with IPO's:

This is just a part of the game.
I'm an alien too, with account at DiscoverBrokerage.
They have an IPO section, and part of the rules, non-US residents are not allowed to take part.

My local broker can get me IPO shares, coz. they are held in his correspondent's portfolio.
As a drawback, any US share I have with them will not give me a proxy, this one being addressed to that correspondent as they are registered on his name.

There is no discrimination, these are the rules. If you want shares from an IPO you can ask for the US resident status (and from then on, pay the US taxes in full).
Just calculate where your tax advantage are. You can't win them all.
