A Few Thoughts At Large:

All,

I'm pondering on this Monday morning what we've been told, what has actually happened since Christmas and where we really are at the moment.

I spoke with a friend this morning and he told me he just got off the phone with the NASD and there has been no further attempt by any of the market makers to contact them regarding DCTC.

I'm trying to stay positive like all of you here, but unless some news that that is solid, signed, benefits the shareholders back to profitability or (at least) takes us back to even then I need to know the answer to the following question:

WHY (again) WHY...has the annual meeting been set at a high expense resort on the south east end of the country? I really don't want to think of this in the negative sense of DCI making it so inconvenient there will be a predestined small turnout, but a few of us here have had a similar experience with another company who had a dark penchant for scheduling meetings at the most inconvenient times and places during the holidays.

I have been and continue to be an avid supporter of DCI but this lavish E ticket to South Carolina is one over-expensed voucher (I believe) hasn't been earned by management unless some stellar news is announced for the shareholders BEFORE the meeting.

As shareholders we have our necks in a financial and emotional noose right now and about the last thing I'm interested in is taking two days off my business (at my expense) to fly to an expensive resort to hear more news about what might happen. Without good news it will be nothing more than expensive trip with the pre anxiety of lemming undertones.

Like many of us my immediate family is feeling more than a mild sting by this endless string of delays for a myriad of reasons and I believe the resentment I'm feeling right now is quite appropriate. The stress may be silent by many of us but it is painfully felt.

My questions are direct and valid. This type of vacation at shareholder expense is something the eludes me as of 6/28/99. This is a public company and I don't like seeing this type of unwarranted, extravagant agenda arise before present austere circumstances are resolved for the shareholders.

This many not be a consideration to those of you that are wealthy and have an abundance of free time, but for most of us the time, place and expense makes it an impossibility or hardship to be there. It troubles my heart to even consider the fact this may have been intentional.

In any case I would be feeling better right now if the meeting had been set in a more central location with accommodations more fitting to our present shareholder position.

I hope that we have news in the immediate future that will make a trip to Kiawah Island a celebration of triumph for all owners of DCTC. If the stage is being set for such news then LET US KNOW with enough advance notice. If not, this shareholder (hoping he is not a lemming) will be staying in Minnesota.
