OOoooh - got me by the short ones there ....

The only way out is to levy taxes and use those to pay for the schools. We're doing that - sort of. The Union and the States are taking in taxes and then putting them in a "general fund" for redistributin as the voted budget determines. This is causing some unpleasant reactions among the citizenry, especially in my home state of CA where state and house taxes are high.

I'm unqualified to really dig into the mechanics of public funding for a school system. But if you want me to take a definite position - I believe it will be necessary to guarantee universal education with tax money.
