That's what it meant to be,

For example, if I had initially $10,000 and I short 500 MVIS @ 12, net, then I have:

Real cash: 16,000 (10k + the trade proceeds)
Available Cash: 7,000 (Real Cash minus 150% of the market value of the short position)
"Buying" power: 14,000 (2x Available Cash)

Assume your shorted stock is not set to nonmarginable. In that case they would subtract 200% of the market value from the real cash, leaving only 4.000 "available"
