Those statistics are in the afterglow of the victory and sure to decline as reality sets in. Everyone wants to declare victory and no one wants to pay the price. The Europeans passed a measly 1.5 billion dollar dollar reconstruction bill for Kosovo rebuilding. Clinton is claiming the US doesn't have to pay since they provided most of the air power.
