I think you will see it in the form of sales tax on e-commerce transactions. The only debate there is whether to tax based on the state of the seller or the purchaser. (Doesn't TV-commerce tax based on the address of the purchaser?)

It's only a matter of time before some measure is proposed, and as we have seen, 70% of the people are dumb enough to support it.
