It is a way of plotting a stock or index developed by the Japanese many. many (hundreds?) of years ago. Essentially, the plot doesn't reverse unless the reversal amount (3%) is exceeded. However, it continues to move in the direction of the last reversal to get the maximum extreme in that direction before the next reveral.

Clear as mud?

(Most packages like MetaStock 6.5 have it as one of the plotting alternatives.)
