yes, but the OTCbb has 2 months to scrutinize those filings, so if they file feb 1st, 1999 the would already be in the pink sheets for 2 months minimum.

Their best bet is to file all the old ones to come current, ASAP, and get the latest ones out to the OTCBB by Nov 30th.

Not if you have a serious size JV doing DD internally and forcing them to get up to speed in order to carry on with negotiations. Then suddenly, yes, they would be more serious about how they are running the business. still it will be weeks yet, imo, before we hear more.

I don't know what the OTC:BB rule is but the practice for a number of penny stocks I am in is to catch up when possible by back-filing.
