Ok,

After showing them that the SEC does indeed permit short rebates, I found out Schwab's actual policy:

You CAN get a rebate IF:

You have 250K in the short account.
You have 150K in equity.
You generate 15K in commissions per year.

Its interesting that this is not a well publicized policy and most brokers are unaware of it.

DLJ Direct still claims they don't do it. Investigating....
