That doesn't seem right at all.

First thing to do is:

1) Ensure the correct and up-to-date driver is being used for the video card.

2) Select a resolution like 1024x768 and use 16-bit color.

3) Restart the system and see what the screen looks like. If necessary, use the OSD (On-Screen-Display) on the monitor to adjust borders and the like.

4) Change the refresh rate to maybe...85hz.

5) Restart again. See what happens. If you still get garbage on your screen...swap the video card.
