Hi marc, I think this is just a ploy in international politics.
The Iraqis find this plan unacceptable. It's put forward to counter the Russian/Chinese and French plans. Still years of wrangling left in this issue, I'd guess. Sanctions won't be lifted anytime soon --- just mho, of course.

The brits are to busy building dams in Turkey helping drop water levels in Iraq's major rivers. Instead of oil maybe the Brits want to corner the baghdad bottled water market, and then get rich on selling droplets to the blistered lips of the suffering,, who knows?
