It's been mentioned that BellSouth is willing to buy a greater stake in Qwest, but since they already own 10%, aren't they prohibited by law from buying any more? If they own 10%, they'll still own 10% whether Qwest goes up or down.

Perhaps they donated money to a certain political party's coffers and are exempt from the law!
