DR Congo peace talks kick off on good note

Lusaka - Official peace talks aimed at brokering a cease-fire agreement for the DR Congo kicked-off on a sound note yesterday with almost all countries involved in the conflict except for Rwanda in attendance.

The Rwandese delegation to the talks missed their scheduled flight connection in Nairobi resulting in their delayed arrival for the talks. A Foreign Affairs Ministry senior official confirmed that the meeting on security concerns was held yesterday morning and continued in the afternoon at Mulungushi International Conference Centre and was expected to end today.

The official also disclosed that the rebels and a DR Congo delegation attended the meeting alongside Uganda, Zimbabwe, Namibia and Angola. "I can confirm that the meeting on security concerns began at Mulungushi International Conference centre and it will go on to tomorrow.

All participants are in except for Rwanda who missed a flight in Nairobi," the official said. And Foreign Affairs Minister Keli Walubita confirmed the arrival of delegates.

He said the rebels had sent representatives from Kisangani and Goma and that everything was going according to plan. The Rwandese delegation was expected to arrive later in the evening in readiness for a communique on security concerns before the second meeting of defence and foreign affairs ministers scheduled for tomorrow.

The ministers' meeting will be followed by the main summit of heads of state on Saturday. The summit is expected to be graced by senior African statesmen Nelson Mandela of South Africa, Tanzania's Julius Nyerere and sir Kathumire Masire of Botswana.

I am led to believe trhat dimonds produced in the eastern Congo are for the most part sold for about $16 /carat. If this is indeed accurate then they are only a few high quality gemstones in this general
area.
Omments and/or confirmation would be appreciated.
