Thanks for reminding me of that. He did say that sometimes changes like that get unexpected and unwanted results. I remember him referring to margin requirements as an example. His reasoning was that if investors view the market as highly leveraged and therefore risky, some will exercise increased caution (like me) or choose not to participate. If they view it as safer they may be willing to fully invest. Not sure I agree with him on this one but I understand the principle.
