Just like any other tax credit: You would get a credit against your taxes for any money spent on full time education for a child under 21. If considered desirable, the credit could be a maximum of whatever the per pupil cost is in that particular state, but that would be more complicated and lead to even more lies, then just giving an across the board up to $5000 or so per student credit.
